Late game Fallout 4 is both very fun and terribly boring. It's great having all the best guns and top tier perks, but even on Survival difficulty, combat risks becoming absolutely trivial at later levels. Enemy Toughness Revamped aims to fix this issue by making the game unplayably difficult more focused on tactics, preparation, and accuracy. 

To accomplish this, I've created a number of perks that provide scaling bonuses to NPCs' health and damage resistances (across all seven damage types: kinetic, energy, fire, cold, electric, radiation, and poison), then used RobCo patcher to dynamically distribute those perks to every NPC in the game except you and your current companion. I was unfortunately unable to distribute the perks to only enemies without sacrificing the universal nature of this mod - by choosing to do every NPC, no patches will ever be required for Enemy Toughness Revamped. It will simply automatically distribute the appropriate perk to appropriately leveled NPCs, regardless of their faction, disposition, race, or any other factors that could be changed based on your load order. That means Brotherhood soldiers in Boston, Gulpers on The Island, Enclave Special Agents on the Oil Rig, and Bloatflies in, I don't know, space? They're ALL affected by Enemy Toughness Revamped. Everywhere you go, you'll now be facing tougher enemies with no distinction made between your load order and mine.

Here's a list of what all the perks do:
  • At NPC levels 1-9, ETR increases their health by 250 and resistances by 100. This will make that early game pretty difficult, so come prepared!
  • At NPC levels 10-19, health increases by 275 and resistances by 110.
  • At NPC levels 20-29, health increases by 300 and resistances by 120.
  • At NPC levels 30-39, health increases by 325 and resistances by 130.
  • At NPC levels 40-49, health increases by 350 and resistances by 140.
  • At NPC levels 50-59, health increases by 375 and resistances by 150.
  • At NPC levels 60-69, health increases by 400 and resistances by 160.
  • At NPC levels 70-79, health increases by 425 and resistances by 170.
  • At NPC levels 80-89, health increases by 450 and resistances by 180.
  • At NPC levels 90-99, health increases by 475 and resistances by 190.
  • At NPC levels 100 and up (up to 999, go play something else), health increases by 500 and resistances by 200.

In addition, Legendary NPCs have their stats further boosted up to a point they could be worthy of the name.
  • When using the lower distribution file, health for legendary NPCs is increased by 1250 and increases another 125 every 10 levels to a maximum bonus of 2500, and resistances are increased by 150 and increase by 50 every 10 levels.
  • When using the higher distribution file, health for legendary NPCs is increased by 2500 and increased another 250 every 10 levels to a maximum bonus of 5000, and resistances are increased by 200 and increase by 100 every 10 levels.

This makes NPCs, especially legendary NPCs, extremely formidable opponents, capable of shrugging off warzones. You have been warned.

Installation:
Download the plugin with a mod manager of your choice. Download one or both of the distribution files, then manually place the contained INI into your Data/F4SE/Plugins/RobCo_Patcher/NPC folder. Your mod manager may do this automatically, but I was unable to get Vortex to place it in the right position on my own. If anyone knows a fix, let me know and I'll push out an update.

Requirements:
Only RobCo Patcher and a legitimate copy of Fallout 4 are required to play with Enemy Toughness Revamped. All the actual changes are contained within the ETR plugin, which is flagged as light so it won't take a spot in your load order. I am not currently playing on NextGen, so I can't say for sure if the RobCo Patcher NextGen Alpha will support ERT.
