Yes, the Sole Survivor was conscripted into the Army. What did they do there? And prior? What makes it so that they can go and address a bunch of veterans?
Roleplay background to help flesh out some of your character's life, giving perks depending upon what they've done. This means you can start out with a few perks/added stats/free perk points, not as a complete nobody with basic skills only.

A: Uninstall this mod and start a new game.

A: Since it triggers immediately after the Vault-Tec Salesmen finishes his pitch, and the door starts closing - yeah new game only.

A: No.
TECHNICALLY, yes, if you can alter the NextGen .ba2 file to be picked up in an OldGen game. Never tried it, don't know how to do it, cannot guarantee it, won't support it.

A: XBox, eventually. PS, no chance - it uses scripts.
