Crime And Punishment - Obtaining New Settlers

Note: As stated in the video's intro, this is still a work in progress that will be refined with NPC response based upon a speech challenge.

In this brief demonstration, you'll see one of three new ways in which you can increase your settlement population naturally, without having to rely on radio beacons or external cheat mods (or console codes), by offering surrendered enemies the chance to come and work for you as a settler in any of your settlements that will appear in the SEND TO popup box. This function will not work on unique (named) NPCs, nor on boss level NPCs, simply because from a narrative perspective, it would make no sense for local leaders or NPCs with roles to abandon their lives - I mean, can you imagine assaulting the railroad and convincing Desdemona to abandon the Railroad to come pick tatos for you? Really wouldn't happen. So... adhering to narrative, as well as to other considerations, named/boss level NPCs will not allow you to offer settler status to them.

This feature is NOT contained in the public alpha of Crime And Punishment, but will feature in the full release in early 2020.

    Are there good NPC's you can offer settler status, modded or otherwise?

      But yes. Method one is natural reproduction. Method two is offering settler status to surrendered enemies. Method three is random dialogue with non-settler NPCs, to offer them settler status (people walking around the Commonwealth like Scavengers and the like - the non-hostile kind). And if they have the right voicetype and faction setup, they should work, be they vanilla game, DLC or mod added, yes.
