Unless you figure out how to make it so the outfits have no stats when worn over armor, this is gunna be amazingly OP

  Just remove all the armor values and mods in creation kit for anything marked up as an outfit not very hard to fix

Wait a minute, you had all that stuff on underneath the MM general's uniform? That is the F76 style? to wear lots of other things under a thing?

  Yep you can wear armor as well as under armor all underneath the outfit in this case the minuteman general as an example. No modding the gear just equip and you are good to go
