About this video

Can anyone help with this?  It's driving me insane.

As you can tell by the video I keep getting my shadow distance reduced to almost nothing.  It's destroying the game for me.

I don't have shadowboost installed or anything else, and my ini values are both at 12000.  This shouldn't be happening.

For some reason when I open the console (thus pausing the game) the shadows crawl back out to 12000, but as soon as my game starts again it slowly crawls back to around 3000 or so.

Are there other mods I might have accidentally overlooked which do something similar?
