I noticed some PAs had Minutemen insignia and some Brotherhood badges.
So it seems in this timeline the two organizations have pooled their resources for a joint maintenance facility and logistics base.
Well done.
PS: In most of my playthroughs there seems ot be tension between my Minutemen and the BoS, judging by how the BoS conduct themselves around my men. So we are in a state of Cold War through the game.
