This mod will remove nearly all instances of level scaling, with the exception of encounters that have a max level scale of 99. The new level of the encounter is the average of the vanilla min and max, rounded up.
Installation: Unzip and place "customdata" in your My Documents\Fell Seal folder. Overwrite.
