This mod is gives Cloud Chain Slash, High Braver, and Meteo Shots from Zack's moveset. It removes the charge requirement for High Braver and sets Chain Slash to level 3.

This is just a quick prototype to get something out there and get some feedback. It's possible the moves are broken for Zack (I haven't gotten far enough to test that), but if that's the case, just raise a bug and I'll fix it.
To install, unzip the folder and drop the 3 files into your
FINAL FANTASY VII REBIRTH\End\Content\Paks\~mods
folder.This mod is going to be incompatible with any other mods that alter character moves, the abilities themselves, or battle animations for Cloud and Zack. It is compatible with my other mod Limitless Power. For v02.0 and above, it uses a custom skeleton for Cloud which allows him to use Meteo Shots. These versions will be incompatible with other mods that replace Cloud's skeleton.
FAQ
Q: Where is Meteo Shots?
A: Great question! I'm still working on that move. I was able to give it to Cloud, but for some reason the meteors don't show up, so it ends up just being a bunch of explosions at Cloud's feet. I'll include it in a future version when I get it working.
Q: Can you give {move} to {character}
A: No....well maybe....I don't know. Not right now at least. The process is a bit of a pain at the moment and I don't want to go crazy with move swaps until I can automate it a bit better, and/or figure out how to make additional moves. If I can create additional moves/abilities, that will open up a lot of possibilities. Right now every time I transfer a move over to another character, I need to modify files for both characters. This is because simply copying over a move (Chain Slash for example) will replace the receiving characters corresponding move (Braver in the case of Cloud). To give to Cloud as an additional move I need to make sure the file name doesn't conflict with Cloud's moves, but then also modify it for Zack so he can still use it. Once I can make new moves I'll no longer need to worry about compatibility between characters.
Q: What about limit breaks
A: I can do the same for limit breaks, but it looks like there is a hard cap at 3 limit breaks per character, so I can replace a limit break with someone else's, but I don't think I can give any one a 4th. At least not yet.
Unhinged Version
Update: v0.2.0 released:
Another significant update which now reworks Cloud's normal attacks (switched some out for Zack's and Yuffie's) and allows Cloud to chain into other attack's by hitting triangle after certain attacks land (specifically, the ones that came from Zack). For example, the following are new combos:
- square x4 -> triangle
- hold square -> triangle -> square x3 -> triangle -> triangle
- (Punisher mode) -> hold square -> triangle
Other changes:
- The 4th hit of Cloud's normal combo is Zack's kick. The fifth hit is Yuffie's spinning dodge attack
- Hold square is Zack's launcher
- The second hit in Cloud's aerial combo is Zack's charge combo.
- The third hit in Cloud's aerial combo is one of Zack's aerial attacks
- (Punisher mode) The first attack is Zack's Charge Combo
- Hold square is a horizontal spin attack (the final hit of Zack's normal attack string). Still applies berserk. (Replaces the divekick version from before)
- Removes Trinity Strike
- Changes Chain Slash III to Slash combo and no longer uses the same ability as Zack's
- Removes Supreme Art of War
- Every time Cloud uses a limit break it raises his limit level
A may add some of the removed moves back in at a later time, but I wasn't really enjoying them much. I also feel that the addition of "hidden" combo finishers is much more fun than just an endless list of moves, and can be enjoyed throughout the whole game. It's still a bit busted, but in a more fun way than having Chain Slash III at the start I think.

v0.1.0 released.
This version is a big step towards making a more interesting and polished combat overhaul mod (at least for Cloud). It's still more of a proof of concept, but it's meant to showcase the different things that are possible. I'll try to enumerate everything I did (if I can remember it)
- Cloud has Chain Slash III at the start
- Cloud has Trinity Strike at the start
- Cloud has Supreme Art of War at the start
- Zack's moves are back to normal (High Braver costs 1 ATB but requires a level 3 charge)
- Cloud no longer uses Zack's Meteo Shots and High Braver, instead, he has his own versions of these moves (Meteorain and Braver Combo. Meteorain is similar to Meteo Shots, except that it does more damage every time it hits the same enemy. Braver Combo costs 2 ATB, and it behaves almost identically to High Braver on the ground (except it costs 2 ATB). When in the air, the final hit of Braver Combo is "Braver Prime" (which is just a renamed Aerial Onslaught). It does a busted amount of damage and refunds a bit of ATB. Both of these moves are unlocked at the end of the folios.
- Holding attack in punisher mode no longer does the ground stab, but instead does a divekick (still applies berserk).
- Braver (when done in midair) uses the same animation as High Braver III (the spinning finisher). It looks pretty cool when you do Disorder -> Aerial Braver with this animation
- Blade Burst now increases the stagger %
- Prime mode (the ability when you switch into the mode) now shoots lasers. It was an accident, but it's kinda cool and now I like it
- Counterstance now does less damage but hits several time (the overall damage is slightly more)
- Added Zack's "Charge Combo" to Cloud's aerial attack string
- Triple Slash is now Multi Slash and now hits like 6 or 7 times.
