Best played with the FO2AILimitAdjuster and other mods. For that you'll need to switch to the beta version of the game, join the discord, and update the game accordingly.
Steam's "version" of the game has many issues and it's better you just downgrade anyways. GOG also has a version of the game that better supports mods if you can snag that.
