VULKAN CRASH FIX

With the latest Nvidia driver, crashes are no longer occurring, making this mod unnecessary at the moment.
This is not just a mod but instructions so that you can use Vulkan without crashes on 3xxx and 4090 series graphics cards, allowing you with the modified file to play other more modern games that require updated drivers (most of them, although they may not) while keeping the nvidia control panel functional, unlike other methods to cheat games of your version of drivers that are out there on the internet.
