Spawn directly next to the last package to grab the achievement or start a new game with all side content completed and 100 Packages collected. 0 Deaths, 0 arrests, no cheats, hacks or save file editors were used.

The Best starter save you will find for GTA 3 Definitive Edition with all Hidden Packages collected and all side missions and activities completed. Only a few export Vehicles are left that were impossible to export during the beginning of the game.
Use the autosave in Save slot 9 to spawn directly next to the last Hidden Package to grab the achievement.
All Vehicles have been delivered to the export garages apart from the following:
Portland Docks Crane (Emergency Vehicles)
-FBI Washington
-Barracks OL
-Rhino (Tank)
Shoreside Vale Garage:
-BF Injection
I also left 1 rampage uncompleted for some replay and on mission 0 tricks if you fancy that.
Installation:
Go to your "Documents" folder and locate the "Rockstar Games" folder. Within it open the "GTA III Defintive Edition Folder", then open "Profiles", then open the "Rockstar ID Folder" and place the save files in there.
