For some bizzare reason the Definitive Editions of these games don't have any options to disable the HUD, which has become a bit more obstructive in the renditions of these GTA games. The mod HUD Toggle allows you to completely disable the HUD, and No Target Outline removes the white outline around NPCs when you aim your weapon at them.

While this video only covers San Andreas, both mods works for GTA III and GTA Vice City, installation is the exact same too.
