I was playing through Vice City for the first time and the police dispatcher ranting in my ear was driving me insane. I ended up figuring out how to fix the problem and I figured I'd share it here.
Drag and drop sfx.RAW and sfx.SDT into your game directory's audio folder & replace both files. Enjoy!
