About this mod
This mod adds new liveries for 2 police cars - GTA IV's Vapid Stanier and TBoGT's Bravado Buffalo.
Both liveries are made by me, each one has 2 options.

But I wouldn't use it with default car models cause both cars are buggy by default: the Stanier doesn't support livery texture change cause its livery is embedded into the model, the Bravado has misplaced antennas, some textures on it are mapped incorrectly, and these cars support only one livery, so there's no point in using this mod with default car models.
*I'd highly recommend using these textures with a masterpiece of a mod called Enhanced LCPD Cars by Ooboy (https://www.gtainside.com/en/gta4/cars/181666-enhanced-lcpd-cars/). I'm VERY picky so you can be sure this mod is really good. It actually fixes a number of LCPD vehicles' textures, models and collisions, also letting them use 4 liveries and making these liveries more high quality. Also with this mod every cop car can use its separate liveries, no more shared liveries taken from vehshare.wtd
*Also you can use the Area Livery Mod to make State Police cars spawn only in designated areas (https://www.lcpdfr.com/downloads/gta4mods/scripts/5629-area-livery-mod/). It never worked on my pc, but maybe you'll get luckier.
By default, the Vapid Stanier is a state trooper car, while the Buffalo is a state patrol one.
Also they're lore friendly - say, each of Ooboy's cars has 4 liveries, so we just change one of their liveries to the new one and every 4th police car becomes a state police car, while most cop cars on the streets still belong to LCPD. Moreover, these liveries are New Jersey police style with a small touch of NYC color theme, so both livery types will blend in both in Liberty City and Alderney cause it's never mentioned what state or police department these cars belong to.
Installation:
Run OpenIV (or SparkIV)
Open vehicles.img located in \pc\models\cdimages
Locate police.wtd and police2.wtd inside the archive
Enable Edit mode
Open police.wtd or police2.wtd
Drag & drop police_sign_4.dds into the archive
Disable Edit mode
You're all set!
*NB: liveries are an unstable thing - as stated in a readme file for the Area Livery Mod, using too much liveries (even 8 can be too much) //WILL// overload your game and //WILL// cause a broad range or errors (pop-in, lags, freezes, crashes, etc). Using vehicle wtd file sizes above 1 Mb is also not recommended since you MAY experience the said errors.
I've seen that myself and it took me a whole lot of time to figure out what the problem was so I highly recommend that you stay within those 1 Mb limits to ensure smooth gameplay. These liveries are more high quality than original ones, but it's okay if you don't use like 8 different liveries. If you wanna make some more of them, upscale them or make those wtd files in vehicles.img heavier in some other way, do it at your own risk. Remember that GTA IV is an unstable old game so we have to play by its rules.
