In this version of the mod, the following features are available:

Installation:
Drag and drop all the stuff from the "Game Dir" folder to GTA VC Next Gen Directory
Use SparkIV or OpenIV to Drag all scos and drop it into common/data/cdimages/scripts.img
Use SparkIV or OpenIV to Drag and drop "apc.wft" & "apc.wtd" into pc/models/cdimages/vehicles.img
Don't forget to backup the original one
Zolika Patch is recommended. Otherwise, the Remote Grenade and Rhino's Cannons will not work properly
If you don't use ZolikaPatch but use FusionFix, it will be enough if these options are in the GTAIV.EFLC.FusionFix configuration files are enabled?

Use Simple native Trainer to spawn weapons by following IDs, and if you want to use Zmenu try to find weapons yourself.

We worked on it from the beginning. Because we didn't want to copy any outdated stuff from Vice City Rage or not use any .Net script to avoid issues
Minigun has been moved to Episodic 14 Due to Hunter Minigun's Issue.
Rhino is now heavy and shoots cannon. It also updated in PANZER cheat and Missions "Sir Yes Sir" and you can play Vigilante with Rhino
We didn't use Gold Uzi animation for Uz-I because we wanted to make them more accurate to OG GTA Vice City. But we included it in the Optional Folder

Sometimes Rhino sound loads after some seconds. (Use Engine sound fix mod)
