The security officer from Half-Life 1, (Barney Calhoun in this instance) rigged up for your rocking pleasure. This is not using the HD models, but the standard ones. If you want to injure him greatly, open the character.ini and delete:
"Mesh=models\characters\GH_Rocker_Male_Barney.skin"
As far as I could tell, there's no way to add multiple skins to custom characters, so this is my way around it. Deleting that line of text and leaving the line below it intact will swap his skin to the injured one. Replacing the line will fix it.
