Balance Changes

- Decisions titled "Authorized Bombing Sorties" now worsens poverty severely
- Navy funding no longer affects countries without the means to build a navy or without ships
- Army funding now properly applies Out of Supply and Encirclement Penalty effects
- Increased Republican support slightly for bills "National Education Budgetary Act", "Southern Education Promise Act", and "Southern Education Betterment Act" to make them possible to pass
- Decisions to provide air and naval support, weaponry, and volunteers to Haiti have been locked to the actual civil war itself.
- Reduced the effects of "The Burgundian Inheritance" for both Germany and Burgundy to prevent an economic death spiral
- Adjusted costs and effects of Germany's decisions during the French reclamation to make them more meaningful
- AI now spends Chimes of Midnight military confidence more conservatively
- Flipped acclimation effects on various Chimes of Midnight decisions, taking away acclimation where it used to be given and vice versa
- HMMLR now starts with consistent Chimes of Midnight stats rather than being the same variable amount as the Collabs
- Increased the effects of acclimation from the Chimes of Midnight
- Increased starting experience and equipment of Collab units for the British civil war
- Removed 4 units from HMMLR for the British civil war
