this file is coming up as a "rar" file not a "pak" file this may be the reason its not working now ..Update.. can conform that mod is no longer able to run with current version even with the file name corrected. mod is out of date. please update when ya can. thx :D

You extract the .pak files from the compressed .rar file, and then place them into the correct location.
Step 1. Open rar file with appropriate software like Winrar or 7Zip.
Step 2. Copy the files to the appropriate folder.
Step 3. Get this error when you load the game because the mod files have not been updated to the current game version.
Step 4. Click on OK and log into your save. See that the mod has worked.
clicking the individual respawn option goes to a page that says file not found
once added to pak folder. the game states this file is not compatible with current version of game.
Just went through the process you described, this mod no longer works with current game version.
