This a chapter 6 (Collusion) save file with all free pass vouchers collected. Use this save file if you don't want to go through the hassle of grinding for all the free pass vouchers. More details about the save file given below after installation directory.
INSTALLATION:
1) Extract the archive and put the save001 folder into C:\Users\USER NAME\AppData\Roaming\Sega\Judgment\Steam\STEAM_ID
2) Note: AppData is a hidden folder so enable viewing hidden folders if you can't find it. Or you can also type '%Appdata%' on your Windows search bar and you will directly land on the 'Roaming' folder inside AppData Folder
3) Launch the game and load the save file
Note: I believe you can change the save slot by changing the number of the save001 folder and the save001_icon0 file inside it. Not sure, haven't checked it myself.

If are confused what to do in the main story quest then just go to Turtle financing break room near Lullaby Mahjong and talk to Yamaguchi
