The default/base dmg is 1.0(100%) and in each upgrades, it replace the base dmg instead of adding into the base dmg
In De-Boost lvl 1 is 0.8(80%) lvl 2 is 0.5(50%) lvl max is 0.3(30%)
In Rebalance lvl 1 is 1.15(115%) lvl 2 is 1.35(135%) lvl max is 1.5(150%)
