Requires ACSE 0.637+

- A new JW-themed lagoon with editable terrain in Sandbox Mode
- A new JP-themed lagoon with editable terrain in Sandbox Mode.
- A new blank lagoon with editable terrain in Sandbox Mode.
Note that:
- Aquatics can go through terrain. They aren't programmed to handle it.
- Tree brushes don't work within lagoons. You'll need to place scenery items manually.
