I have had some luck improving my overall FPS outside of towns with this autoexec.cfg file. I wanted to upload mine in case it is useful to anyone else. Settings are based on my current hardware (Ryzen 7 3700x, RTX 4070, 16GB RAM, 1GB NVMe SSD) but I have outlined some parameters in the file that should be changed based on your own hardware.

To change the parameters for your hardware, open the autoexec.cfg with a text editor, make adjustments, and save the file.
Place the autoexec.cfg file in your game directory.
If you have previously set up a user.cfg file and added arguments to Steam or a shortcut to launch the game with that file, back up and remove both.
