Fixes lighting activation based on the player character's vertical position (e.g., when ascending/descending stairs or jumping).
The location in the image is the Hangman's Halter Tavern in Kuttenberg.
This can also be applied by changing wh_e_VerticalLightCulling = 3 (default) to 2 in the console. Using other even numbers or `0` instead of `2` will also work. I'm not sure how this variable works differently with other even values, but there doesn't seem to be any significant difference in practice.
