Note: This is a tool for modders, not a mod. There is no reason for mod users to download this.
Is this better than the other .pak tool? No, not really, and in some ways it is worse (mainly in that this does not save any data after closing the application, but does save everything as long as it's opened), but it's functionally extremely similar and also includes mod.manifest file generation.
