Patch coming Monday for PC, balance changes revealed

Jason Bergman (Bethesda Senior Producer for F:NV) has again revealed more information about the next Fallout: New Vegas patch. In addition to announcing that the patch will be coming for the PC version on Monday (consoles later), Bergman posted a list of the balance changes which will be included.

Edit: To clarify, these balance changes are one part of the patch which will also include stability and optimization improvements, bug fixes, etc.

Guns:

  • Automatic Guns - SMGs, the Assault Carbine, and the LMG are more accurate across the board. They're also more durable. 12.7mm SMG mag capacity increased to 21.
  • Shotguns - Buckshot has received a x1.2 inherent DAM mod. This slightly incentivizes using buckshot over slugs when enemy armor is not an issue. Magnum buckshot has a x1.3 DAM mod and a small amount of DT bypass. Spread for many shotguns has been lowered.
  • Hunting Rifle, Anti-Materiel Rifle - Hunting Rifle and AMR now have the lowest spread of all rifles. Hunting Rifle RoF increased, Crit Chance set to x2. Anti-Materiel Rifle's Crit DAM has been raised from 80 to 110 to make it more viable when compared to the Gobi.
  • Sniper Rifle, Gobi Campaign Scout Rifle - Sniper Rifle and Gobi now have a higher RoF and lower AP cost. Both have x2 Crit Chance. Gobi has increased DAM and much higher Crit DAM over the Sniper Rifle.
  • That Gun - That Gun is now a slow-firing hand cannon that does huge DAM firing 5.56mm out of a short barrel.
  • Hunting Revolver – Rate of Fire increased.
  • Service Rifle - DAM slightly lowered, firing animation changed to the one used by Marksman Carbine, RoF dramatically increased. Spread decreased.
  • Silenced .22 Pistol, SMG - Crit DAM and Crit Chance significantly increased.
  • 5mm Ammo - Base ammo has 10 points of DT bypass. AP variants have 25 points of DT bypass. This affects the Assault Carbine, Minigun, and CZ57 Avenger.
  • .308 JSP - DAM mult reduced from x1.5 to x1.3. x2 CND degradation effect added.
  • Lever-Action Rifles - Cowboy Repeater, Trail Carbine, Brush Gun - RoF has been slightly reduced, AP costs have been significantly increased, and spread has been slightly increased. Cowboy Repeater Custom Action RoF increase has been reduced. La Longue Carabine spread has been significantly lowered.


Explosives:

  • Dynamite - Larger explosion radius.
  • Frag and Plasma Grenades – DAM increased.
  • 25mm Grenades - Slightly increased DAM on the explosion.
  • 40mm Grenades - Significantly higher DAM on the explosion.
  • Missile Launcher / Fat Man - Now have much better zoom FoV and good accuracy. Missile and Fat Man projectiles (not the explosion) have a large base DAM. Both are extremely effective on direct hits, but still potent even if a direct hit is not scored. N.B.: Listed DAM on weapons assumes a direct hit!


Energy Weapons:

  • Gatling Laser - Base DAM is higher. Against heavily armored targets, this is still a poor weapon. Against lightly armored targets, especially with Over Charge or Max Charge ECPs + Focus Optics + Laser Commander, it has extraordinary DPS.
  • Tesla Cannon, Tesla-Beaton Prototype - These now consume far less ammo per shot and can be fired several times before a reload. DAM is beefy with an additional 2 second DoT.
  • Pew-Pew - Lower ammo capacity, consumes far fewer ECs per shot. Still a two-shot weapon.


Melee and Unarmed:

  • Ripper, Chainsaw, Thermic Lance - DAM lowered, all ignore DR/DT.
  • Bladed Gauntlet, Mantis Gauntlet - Ignore DR/DT flags removed (were not supposed to be marked as such). Mantis Gauntlet animation/sound fixed.


Perks:

  • Splash Damage – Functions properly.
  • The Professional - 10mm Pistol, SMG added to perk list.

    I hope it will fix this flicker before reload and after reload in vats no matter where camera is poiting.

    Just an FYI
    For all who are experiencing problems with the new patch (currently 1.3.0.452)and wondering what is does to help stability this may help.

    1: If anyone has edited there Fallout.ini"Game configuration" file for example (iNumHWThreads=1 for the multi core CTD issue) Change your ini. file back to how it was as per the new patch fixes that, and if you have it set to the way stated here = (http://segmentnext.com/2010/10/19/fallout-new-vegas-errors-crashes-freezes-fixes/2/) It will CTD more then before the patch 1.3. I believe the new patch fixes the Multi-core issues.

    2: "May not work for all" If still experiancing problems remove the d3d9.dll from Data Folder. It was causing my game to crash after new patch. When I took it out of Data Folder it has not crashed yet after doing both steps (1) and (2). Make sure you have updated NVSE found here= http://nvse.silverlock.org/

    3: If Still experiencing CTD=(Crash To Desktop) after completing both steps (1) and (2), like (Weird Transparent Body on NPC or player, CTD when loading new cell or entering interior Cells,Game Freezing during load screens) Double check your Default Fallout.ini and make sure IFPSClamp is set 0 as it was when you installed FalloutNV. Also make sure both your Configuration Fallout_Default.ini settings are the same. Program Files / Bethesda / FalloutNV / Fallout_Default. And other is in My Documents / My Games / FalloutNV / Fallout configuration setting file (around 20kb file)

    After Installing The new patch(currently 1.3.0.452) My game would CTD in under 5 mins every time. I started to trouble-shoot for many hours and finally Found the Solution. Steps 1 to 3 Fixed my game completely after the new patch. I have 85+ Mods running and my game has not crashed a single time since completing all 3 steps. Going on 5.5 Hours of game play now and still no CTD. Not to mention I can Crank my Graphic setting up and still have Clean Game-play. Loads are also much faster and Entering new Cells is not noticeable. I can Drive Full speed on my Motor Bike and my game does not CTD!! lol. The Patch does indeed Fix may stability and CTD issues and make game run smoother for me after completing those steps.

    Hope this helps and saves someone the many hours it took to figure that all out

    I just hope bethesda realizes that these guys CANNOT make a stable game... i'm sorry, use their story talents and ideas and concepts but they should work on cell phone games or something isntead of a MULTI MILLION DOLLAR game.

    I think bethesda will not allow them to ever work on a fallout game period because of the catastrophe this title caused them. Heck, Sony got real mad at them and said they wouldn't provide their game content if they kept this up.

    I'm really sorry, I am, but i'm out of patience... I payed money for a product that doesn't work most of the time. The only reason I play this game is for mods and now the freakin' GECK doesn't work till they get a new version so NO UPDATES OR PATCHES to the major mods that NEED IT and a new version of NVSE needs to be tested before it can take the place of the old one, just because of a silly patch that won't do anything anyways.

    I'm not a genius or any sort of tech wizard, and I don't have the knowledge to make a game. What I do have is enough sense to not take on a project i clearly can't handle, unlike the folks at obsidian. They tried with fallout 1 and 2... at least some of them. Now, a group from the canceled van burren got to work on this title WHY??

    I only play this game for mods, becuase vanilla IS UNPLAYABLE and now I can't even have that? Wow... back to oblivion it is... and when skyrim comes out this thing is NEVER getting played again.

    sorry for the rant but this is unfair to the consumer. I can't even IMAGINE what console players are going through...

    feel free to flame or w/e but i'm sorry, i'm a person who has a lot of tolerance for crap most of the time, but this is just missing the mark and leaving a lot of things desperately in need of fixing untouched. This is not professionalism. This is not the proper way to market and get your product sold. I shouldn't have to download mods just to get the darn game to run SOMEWHAT like it should. But I am THANKFUL for the modders, you guys make this steaming pile worth going back to, thank you SO MUCH for your TALENTED and GENEROUS work.

    Please listen to the consumers Obsidian, your future is in jeopardy, like so many other developers that go BANKRUPT because of decisions like these >.>

    So monday is here and I'm waiting for this update that's got some people worked up (downloading now 90 of 256 meg). I hope it more of a stability update than anything else as I'm still on my first playthru. Thing I have to say is that the whole game has the feel of a hack job, I mean what's all this with the crafting interface. To say that it's klunky is being very polite and the survival recipes seem very strange. It smacks of arbitary game balance and gamer-isims <img class="> (not sure if that a real word, well it is now). It's not that hard to make a steak and what is the big difference between a bighorn and brahmin steak (or dog & coyote for that matter). Seem to have wondered of the point. I would rather see stability and interface changes first rather than weapon balance, then a crafting rebalance. The rest is what mods are for.

    Well. Monday is technically not over yet.
    And who knows. Steam perhaps only uses server with the setting UTC-12?

    Well its Monday and almost Lunch Time and still no patch. Can this company Fail any harder? are they trying to loose there loyal fallout Gamerz? These ppl deserve stability !!! Should have been released a long time ago. Useless Company cant even release the patch when they said, Imagine how bad this patch will mess the game up for ppl with 40 + mods.... (a guy with pre war cloths on can survive 3 9MM shots to the head before death? ROFL) Far fetched much? lol
