I think this MOD is the most easy way. You don't need lua script tool.
This MOD also unlock all collectibles in DLC "Joe's Adventures".
<How to unlock all collectibles at once>
1. Start New Game -> Quit
2. Enter "Start Story"
3. Start "Free Ride" -> Quit
4. Done!
