This bug seems to be related to mods. I was getting it to, then uninstalled all my mods and the game loaded. Then I installed 1 mod back and my game wouldn't load anymore. So, basically we can't mod anymore currently it seems.
---Edit--- I was able to get my game to work again. I just closed SMPC, deleted the TOC and TOC.bak files then verified my game integrity and then started SMPC and set it back to my archive folder.
Try this out guys I just did it and it works, simply take out your toc and toc. BAK files (they usually are at the bottom of your asset archive files) drag them to your desktop and then go to steam go to Spider-Man and right click on your game in steam, go to properties then local files and click "verify integrity of game files" it'll prob tell you that it found missing files which is fine then go back to SMPC modding tool and use your normal mods you always use and it will be fixed.
Back up your toc file first hopefully you did already just replace toc file with back up erase tok.bak file then open smtool it will create a new one should fix without verify worked for me 2 days ago
