I tried to keep things balanced, but I'm also playing on Insanity with a number of tweaks to balance in the enemies' favor, so you may plow through enemies quickly with this build otherwise. I highly recommend Removed Shared Cooldowns if you want to make the most of the new powers.
Install with ME3Tweaks, or manually if you know what you're doing and enjoy suffering.
