About this mod
Re-defines the original games cutscenes into crisp, 60fps, 1080p files the game can natively read. All while being more effiencetly encoded, too!

but seriously though, this has been an over 200+ hour journey of figuring a buncha bullshit out till it worked. I hope you get a kick out of it.
Join this Discord server if you wanna learn how to mod too: Modding Gear Rising
Extract the first and main file, "event", into your "GameData" folder. The file path looks something like D:\SteamLibrary\steamapps\common\Metal Gear Rising - Revengeance\GameData
Then afterword, extract the desired upscaled chapter you want into the "movies" folder. The file path should look like D:\SteamLibrary\steamapps\common\Metal Gear Rising - Revengeance\GameData\movie
Allow your extraction tool to replace several files!!
Then boom, you're ready to watch any in-game cutscene with 1080p, 60fps quality.
Also, if you do not live in the United States and/or have a slower internet speed, there is a altnerative downloading method for the cutscenes (not the event file) to be found in the "posts" bar of this mod. I only ask that you leave a comment saying something along the lines of "i used the alternative download." Why, you ask? Just so i can know how many people have downloaded my mod, thats all.
UPDATE: The file unlimiter mod is now a required element of this mod, please remember to use that mods exe instead of the normal one!
KNOWN BUGS:
Tabbing in/out of the game while a cutscene plays caps the resolution of the currently playing cutscene to 720p. There is no fix for this, but it should fix itself by the next cutscene thats played. But if not, just re-install the needed "event" file into your "GameData" folder
If you're experencing any other bugs, just double check that you have installed the most recent version of the "event" file, 4.0.
Or, if the game straight-up wont open, remember to use the file unlimter mods exe.

Delete the event folder, then re-validate your game files using Steam, or use a backup of the initial USM's. In case you didn't make a backup of the USM's, you can find a MEGA download link in the MGRR modding Discord, under the "mod releases" channel and pinned in the "MGRR FULLHD 60FPS CUTSCENE UPSCALE (FULL RELEASE)" forum.
