This is a model replacement changing the high-rank Sealed Eyepatch into the new, master-rank Sealed Dragon Cloth scarf/muffler.
To get the Sealed Dragon Eyepatch Layered Armor. You need:
1x Faux Ticket II - from LR/HR event quest ★7 KINGS KNOW NO FEAR
2x Black Bandage x2 - from LR/HR event quest ★6 SCRAPPING WITH THE SHAMOS
If you missed the festival ongoing at the time of writing, you can add copies of the above event quests to MR ★6 Optional Quests using Permanent Event Quests (Iceborne).
