Quick (old and not-very-appealing) screenshot of a mod project I began in early 2014 then put in hold until very recently.
The idea is based on a complete modification of the settlement of Pelagiad
and its outskirts in a different vision than in default/vanilla game.
Maybe the second mod of the "Better Landscapes" series*? ^-^
* Working on modding projects in my free time, I unfortunately can't target an approximate Beta release date for now.

About this problem I began to make some parts of the city inaccessible (like adding obstacles in alleys or closed gates, plus it virtually increase the density of the town) but this design limitation may be quite easily circumvented by levitation spell to force access to the blocked "decorative" and way less detailed areas. Still thinking about these design choices...
