adds new features to certain vampiric artifacts (that are availible only to vampires)

makes Vampiric Ring and Mace of Malag Bal more powerful, but only for vampires, aside from their original functionality they will grant you boons depending on your vampire bloodline. oh yeah, it also changes the enchantment for mace of malag bal to absorb fatigue/magicka 5-25 ponts for 3 secs on hit.
