Adds an achievement system to the stats screen, along with a corner popup akin to Steam's achievement system.

See the sb_achievements_example folder for an example of how to interop. Icons should be no more than 48x48 px with a padding of 8x8 px on all sides for a total image size of 64x64 px.
Note: The example file included is not meant as a complete achievement list for users. It's meant as a guide for other modders to create their own achievement lists.
Compatibility
- Possible incompatibility noted with other UI mods, resulting in duplicated skills and no achievements list. I'm attempting to find the conflicting mod and fix the issue.
