Adds 23 characters, and enables 10 of the existing ones that you'd otherwise need an outfit for (halloween).
There's an option for those that wish to keep halloween hidden and use costume items.
NOTE: Nobody will be able to see the characters online from 20-43, UNLESS they also have the mod installed.
I advise not to use it on servers (depending on the rules)
To install, place within steamapps\common\Motor Town\MotorTown\Content\Paks\ next to MotorTown-Windows.pak
