Removes annoying game mechanics when using the Ruscko.

This mod add settings to apply the following changes to Ruscko:
- The car always starts on the first try
- Time required to start is no longer random and is set to 0.5 seconds
- Prevents engine from stalling when idle
- Wiper knob stays in place when activated
- Left wiper doesn't get stuck anymore
- The right long beam works again
- Remove wasp hive from game
- Disables horn alarm when starting with a screwdriver
- Prevent lights from flickering when going over bumps
- Prevent engine damage when car overheats
- Modifies suspension settings with original values
- Adds an optional engine setting with more torque at low rpm but less high end power
