Installation:
TPL:Put the "Seats" folder into your mods/assets/TexturePackLoader folder
VTS:Put the "Satsuma" folder into your images/VehicleTextureSwap/ folder
TPIT:Put the files into your Unity_Assets_Files/sharedassets3/textures folder
Sadly Nexus mods counts those ones as viruses,but i made a link for them so you wont struggle with converting:
