A legion spy is hiding somewhere in the vicinity of Goodsprings. Sergeant Arkus of the NCR in Goodsprings offers a quest to track him down.
After receiving the quest, speak with Arkus again and ask for ideas about where to search. Three locations will then be marked on your Pip-Boy map: Reimann Cave, Goodsprings Sewers, and The Devil's Gullet.
Baxter will always be in Goodsprings Sewers in a small room off of the main tunnel.
Location: x = -903, y = 799
Return his dogtags to Arkus to complete the quest.
To see where you are currently:
- press ~ to enter Console Mode
- type this command and then press the Enter key: player.getpos x
- type this command and then press the Enter key: player.getpos y
- press ~ to leave Console Mode
Alternatively, use player.setpos for x and y to move your character to that location.
For example, to be positioned just outside Baxter's room while in the sewers:
- press ~ to enter Console Mode
- type this command and then press the Enter key: player.setpos x -903
- type this command and then press the Enter key: player.setpos y 799
- press ~ to leave Console Mode

Double-check to confirm that you do have the dogtag, and did not mistakenly leave it behind.
EDIT: Also temporarily disable any/all Companion mods, because some of them are buggy and break NPC dialog.
- disable *everything*
- enable FalloutNV.esm
- enable AWOP's .esm file
- load a saved game where you are able to immediately speak with Arkus
- speak with Arkus
- report what happens
Ideally, you should be able to have the proper converstion with her. If so, you could then use that saved game to run tests where you step-by-step re-enable mods and patches to see which one(s) cause the dialog to no longer appear - and thereby identify the source of the problem.
So you need to now enable other mods and patches one-by-one, or in very small groups, to discover what it is that breaks the Arkus quest when enabled. Use that same saved game to test each time.
Might be that there is a compatibility patch to solve the problem. Or might be you simply have to stop using whatever it is.

xx002818 is his ref, where "xx" is the "load order" index for AWOP in your install list (can be gotten by clicking on anything AWOP'ish while in Console Mode and then using the first two characters of the eight character identifier). So try issuing Player.MoveTo xx002818 via the console.
But do realize that there is no support for people who mess things up using console commands; i.e. it is always better to resolve underlying issues instead.
