Platoon wedge formation could be arranged if you were using the Groovatron and only taking pictures. But as for a mod.. I'm not so sure. I don't think Bethesda originally planed for us to have an entire infantry squad accompany you everywhere.
On one hand, you have a point. On the other hand, Bethesda didn't plan for us to be able to turn Mothership Zeta into the main HQ of the player's own army either.
For what it's worth, I am able to arrange squads into a formation by using console commands (I disabled AI with "tai" and placed the soldiers with moveto/setangle), for the purpose of taking pictures.

The one you're doing looks like a "Line Formation" and I think mine is considered a "Platoon Wedge Formation".
The Line formation was commonly used back in the American Civil War, and the American Revolutionary War.
