I had a story for this character long ago, back when I was playing New Vegas more aggressively. I pulled up the game again, and it still doesn't disappoint. The original concept was her family was well versed in the trade and maintenance of energy weapons. Her family settled in Juárez, where her family maintained a degree of control. She is enormously proficient with energy weapons herself, though her primary job is moving them between the Mexican and US wastelands. 

Maria herself didn't hesitate to do odd jobs on the side, making deliveries or helping locals against raiders. In her travels far north she got caught up in the wrong business...
