I'd shy away from the pre-war riot vest used by the vanilla powder gangers. Maybe work with the NCR trooper armor to better emphasize they're on the fringes of the NCR's territory, where equipment and resources is strained. It's hard to believe the NCR is kitting out corrections officers with pre-war equipment when their expeditionary force is using leather and metal armor plating.
