As far as tutorials go, not sure. There should be some Youtube videos about how to use Blender to convert outfits but I don't personally have any experience there, I didn't do the conversions myself.
Yeah, I really had a hard time even finding tutorials for converting outfits, let alone making stand alone outfits for New Vegas. I don't mind tinkering, but how to when I don't even know when to start!
