About this image
Wearing the T51b in Fallout3 or NV always seemed to look odd, and after going through the previous iterations it is clear why. The Fo3 version has this weird giraffe neck thing going on, while the older versions have armor up to the neck.
It looks much better in the older versions. And I don't think it would clip with the helmet much either. If you look at a helmeted person, there is still a gap between the helmet and chest.
I would fix this if I could.

Also the shoulders were larger in the old game really. Here the power armor is not really even bulkier than say plate armor in Oblivion. They would have to work more on the shoulders, arms and limbs generally, which would cause alot of clipping.
Sometimes when people retexture armor they modify the mesh, and this would be a welcome change.
Oh, we're sorry we missed some minute detail on the neck of power armor!
Who cares? Seriously, it's some little strap bracer things on power armor. It's not like there's Hello Kitty plastered on the crotch or something.
