   Thats what happens when tribal did not accepted by legion standards gone mad about it.

      12 years later but ill leave a quick lore fix here. They were going to get accepted, as a matter of fact the tribe was almost getting assmilated but Joshua intervened in time, now personally i dont doubt by the time of Honest Hearts, Dead Horses often conduct guerrillas and raids against the legion.
