New outfits, same old NCR

I was playing Caesar's New Regime mod by dragbody and found that the NCR troops in Searchlight were outmatched by the Legion way too easily. This got me thinking - You'd think that for a long reaching arm of the NCR, that they'd have at least dispatched appropriately outfitted troops from out of New Vegas. So, I'm working on a personal mod to fix things I believe to be "wrong" about the NCR. The first change is the one you see here. Searchlight - They aren't green anymore.
