About the arm, it's from tumbajamba's Cyber Arm Vault Suit for Fallout 3:

If you want to use it with Fallout New Vegas you've got to copy some textures from Fallout 3 to your FNV Data folder (mainly Liberty Prime textures).
Very nice scene although for some reason the cigar doesn't look right in his mouth
