I had this one after I got to the Honest hearts part of the game and some of the enemy models would spaghetti and then make this whacking sound as they kind of turned inside out and wandered kind of in the ground on top of the water and kind of stuck in this permanent state of wiggling and distorting...

    Simple: It's called Rubberbanding. I don't exactly know how it happens but it does and not only in HH even in the Vanilla game. You can look it up in the Fallout Wiki if you like.
