It's an unreleased config from Guzio on the ENB forums (that is, he's posted links to download, but hasn't packaged an official mod).
I'm using Nevada Skies, so I tweaked it a little for to add brightness. I feel like I lost a little of the magic, but it's easier on the eyes for long play sessions.
