      As for the white one, it is Winterized Combat Armor from the Operation Anchorage DLC for Fallout 3. You can only get it in Fallout New Vegas if you have A Tale of Two Wastelands, or by moving some data from the Operation Anchorage DLC into the F:NV folder, though I have no idea which ones.
