Actually, I'm taking the opposite approach. New Vegas had Mr. House kinda overseeing everything and keeping the peace between the Vegas tribes. New Reno never had that type of central authority, so the different factions were free to solve their differences in a more violent manner. That, combined with the Van Graffs pushing their way into New Reno, has taken its toll on New Reno, and it has been going more downhill than uphill since Fallout 2. It is mentioned in New Vegas that the Van Graffs and the Wrights are the two main families in New Reno now, and I doubt that the Bishops or Mordinos would have just kindly stepped aside to allow that.
If i may make a suggestion, its has been quite awhile since the events of fallout two, and seeing as how Reno is New Vegas' biggest competition, one might think the city would be cleaned up and more flashy than its original state. this is good though, just keep whittling down those meshes and this could look great!
