Nah, The issue is you have exceeded the amount of mods you can install surpassing the memory limit. It's not based on the amount of mods installed, but by the amount of what's in the mods.
Because the game is 32bit, this is rather annoying. Next gen if not the next gen after when we reach Dx12 for gaming, just maybe, maybe we'll get 64bit games and this won't be an issue. It's the price we pc gamers pay for console support.
This has happened to me before. I had NMC, and the old EWI (pre-ban) texture packs as well as a very cluttered load order. I simply removed on of the packs and that fixed it.
Also!!! It could be archive invalidation has not been turned off then on again, or accidentally left off.
